How do i remove old poster mounds from the wall?

i'm painting my room so i am currently preparing the walls to paint. when i took all of my posters off the walls, some of the poster mounds (very sticky white squares) are stuck on the wall still and i have no idea how to get them off. they have been there for years so they're probably stuck on the wall pretty good.

also, how would i get old tape off the wall that's been there for years as well?

    use a sharp scraper to take off the mounds then if you have marked the wall fill with a fine smooth plaster or filler then sand around the area to blend in
    same goes for the tape remove fill then sand
